4 jurisdictions have partially implemented Stage One reopenings:
-Anne Arundel County
-Baltimore County
-Frederick County
-Howard County

4 jurisdictions have decided they are not yet ready for Stage One:
-Baltimore City
-Charles County
-Montgomery County
